The Integrated Resource Planning Team is seeking a Senior Energy Policy Analyst/ Project Manager to provide program oversight and policy/technical analysis to support the state’s resource and infrastructure planning efforts, including providing a senior lead project management role in energy policy and compliance on our Integrated Resource Planning Procurement Team. This is a position where you will be tracking progress towards renewable energy procurement in support of California’s climate goals. This position is authorized by Governor's Budget (Leg) - System Reliability and Outages (AB 2368)

In this role, you will be contributing to solving some of the most important challenges facing California in regard to climate change and energy planning. Due to the complexity, statewide impact, monetary scope, and level of policy development involved, projects assigned to this position will be subject to close attention from Commissioners, Administrative Law Judges, and executive management. This may also include interaction with the media, the Legislature, and other agencies.


Specifically, the Senior Energy Compliance Data Analyst/ Project Manager 's duties and responsibilities may include:

  • Provide a senior lead role in determining compliance of electric utilities with energy procurement requirements.
  • Conduct research and technical analyses on complex energy policy and energy market issues with moderate direction.
  • Develop creative solutions to complex analytical problems while taking into consideration the market and policy implications.
  • Work to develop and refine parts of a complex regulatory proceeding in a team environment.
  • Represent the Energy Division and/or the California Public Utilities Commission (CPUC) in various high-profile settings.
  • Collaborate with other state agencies and stakeholders to help achieve statewide clean energy goals.
  • Organize and facilitate workshops and/or stakeholder meetings, present at industry conferences and prepare workshop reports, as needed.
  • Assist Commissioners, their advisors, management and other decision-makers regarding issues in the assigned areas.
  • Review and prepare comments on pending legislation and respond to inquiries from the public and legislative staff.

This is a hybrid position that will require the selected candidate to report to their assigned headquarter office a minimum of two (2) days a week. Hybrid positions may be eligible for telework under California Government Code Section 14200 for eligible applicants residing in California. In accordance with CPUC Telework Policy, telework arrangements are subject to change and may be reevaluated at any time.

  3. Describe your written and verbal communication skills, including experience presenting and writing white papers, reports, and memos.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Technical skills or experience related to electricity resource planning, modeling, energy policy, electricity markets, or infrastructure investment.
  • Experience conducting compliance evaluations and enforcement actions.
  • Understanding of California’s climate change and energy resource planning goals.
