Homeboy Industries is the largest gang rehabilitation and re-entry program in the world. Located in the heart of Los Angeles, we provide hope, training, and support to formerly gang-involved and previously incarcerated individuals, allowing them to redirect their lives and become contributing members of our community. Our holistic approach includes job training, education, mental health services, and social enterprise employment.
Position Summary
The Human Resources Manager will lead and support all HR functions, ensuring alignment with Homeboy Industries’ mission and values. This role requires a compassionate, strategic, and hands-on leader who can manage day-to-day HR operations while fostering a trauma-informed, inclusive, and empowering workplace culture.
Key Responsibilities

• HR Strategy & Leadership
  • Develop and implement HR strategies aligned with organizational goals.
  • Serve as a trusted advisor to leadership on HR matters, including workforce planning and organizational development.
• Employee Relations & Engagement
  • Promote a positive, respectful, and supportive work environment.
  • Address employee concerns with empathy and professionalism, ensuring fair and consistent resolution.
• Training & Development
  • Design and implement training programs that support staff development, such as workforce training and time and attendance.
• Compliance & Policy Management
  • Ensure compliance with federal, state, and local employment laws.
  • Maintain and update employee handbook and HR policies.
• Benefits & Compensation
  • Manage benefits administration and support annual benefits review.
  • Collaborate on compensation strategies that reflect organizational values and budget.
• HR Systems & Reporting
  • Maintain accurate HR records and utilize HRIS systems effectively.
  • Generate reports and metrics to inform decision-making.

Qualifications

• Minimum 5-10 years of progressive HR experience, preferably in a nonprofit or mission-driven organization.
• Strong knowledge of California labor laws and HR best practices.
• Demonstrated experience in conflict resolution, coaching, and employee engagement.
• Excellent interpersonal, communication, and organizational skills.
• Commitment to social justice, equity, and the mission of Homeboy Industries.
• Experience working with diverse and marginalized populations is highly valued.
